Pantone Color Manager was updated to 64-bits with version 2.3.3, and presently the release notes show macOS 10.12 thru 10.14 with Mac updates applied. Version 2.3.4 was compiled in June 2019, so Pantone has not deliberately compiled it with the Catalina software developers kit (SDK). It might work after installation, or it might need Pantone to purposely build it for Catalina. [ Update: I have installed it on Catalina 10.15.2 ]
As for your dialog, when you click the OK button, go to System Preferences : Security & Privacy panel : General, and click the Open Anyway button in the following dialog:
